摘　　要：确定一个有效的碳价格,既能激励企业以及家庭的行为,又能鼓励研究和发展低碳技术。碳价格必须上升到能将温室气体排放的社会成本传递到数以亿计的公司和个人的日常决策中去。把碳价格纳入到经济发展过程中,是我们发展低碳经济、创新低碳技术、转变经济发展方式、转变消费方式及相应制度安排的基础。To determine the effective carbon price can encourage the behavior of enterprises and family, and to encourageresearch and development of low carbon technology. The carbon price must rise to transfer the social costs of the greenhousegas emissions to hundreds of millions of companies and individuals day-to-day decisions. The carbon price should be broughtinto the process of economy development, which is the basis of developing the low-carbon economy, innovating low carbontechnology, transforming the pattern of economic development, the mode of consumption and the corresponding systemarrangement.
