多措并举保障村医待遇 着力提升镇村一体化“网底”效能

摘　　要：村卫生室实施基本药物制度后,乡村医生的报酬如何合理保障是急需解决的问题。通过有效落实乡村医生"三补"(即:财政定额补助、基本公共卫生服务补助和一般诊疗费补助)、"三险"(即:养老保险、医疗责任险和工伤保险)和"一费"(即:村卫生室日常运行经费)待遇,强化绩效考核,有效保障乡村医生报酬,全面推行镇村卫生机构一体化规范管理,从而极大地调动乡村医生工作积极性,乡村医生队伍更加稳定,服务更加规范,基本药物制度、新农合即时结报政策在村级卫生机构得到有效执行,老百姓享受到"小医院"带来的实惠。After the basic drug system has been carried out in the village clinic, the problem of bow to guarantee the reward of the rural doctors reasonably is to be solved urgently. Through the effective implementation of rural doctors good treatment including ＂three subsidies＂ （that is, fiscal fixed subsidies subsidy, basic public health services subsidy and general fee subsidy）, ＂three insurances＂ （that is, endowment insurance, medical liability insurance and industrial injury insurance） and a ＂fee＂ （that is, the village clinic daily operation funds）, strengthening the performance appraisal, effective guaranteeing the reward of rural doctors and pushing totally the normative management of the county-rural health institutions integration, thus the rural doctors＇ work enthusiam could be stimulated greatly, the rural doctors group would be more steady, the service of rural doctors will be more standardized, the basic drug system and the new farming instant knot policy（speedy clearance） would be carried out effectively at the village-level health institutions, people would enjoy the benefit of the ＂small hospital＂.
