职工医保与居民医保参保人群医疗需求差异分析

摘　　要：为了对城镇职工基本医疗保险与城镇居民基本医疗保险参保人群医疗需求差异进行分析,文章选用CHNS2009年数据,分别采用OLS回归和Oaxaca-Blinder分解模型对城镇职工和城镇居民医疗需求的影响因素进行定量测算,并归纳各因素对不同类型参保人群医疗需求差异的贡献程度。结果显示:疾病严重程度和补偿比均是影响城镇职工和城镇居民医疗需求的最主要因素,而城镇职工和城镇居民医疗需求差异的61.7%可由制度因素解释。文章认为,应逐步提高城镇居民基本医疗保险的保障水平,缓解城镇不同医保类型参保人群的医疗需求差异与不公平性问题。Based on the data of CHNS in 2009,the factors to influence the demand of medical services of the insured in basic medical insurance for urban workers and residents was calculated with OLS regression and OaxacaBlinder decomposition model. The results showed that the main factors to influence the demand of medical services were health state and compensation ratio. And for the contribution of various factors on the different demand of medical services,61.7% of them contributed to the institutional factors. It was suggested to gradually increase the basic medical insurance for urban residents ,which can ease the problem of differ ent requirement of the insured and unfairness in basic medical insurance for urban workers and residents.
