摘　　要：社会医疗保险谈判中建立参保人参与机制是指在社会医疗保险谈判的不同阶段,选择不同范围和不同深度的参保人参与谈判,明确参保人参与的目的、职能、权利和义务等规范的总称。参保人和医保机构的委托代理关系具有目标利益不一致和信息不对称的特点。因此,必须建立参保人参与机制,即推进参保人参与机制法制化和规范化、推动医保谈判信息的公开化、强化参保人监督作用和激励医保机构重新定位。The insured＇s participation mechanism in social medical insurance negotiation is to select the insured in range and depth to participate in the difterent stages of social medical insurance negotiation. The principalagent relationship between the in sured and medical insurance agencies was characterized as conflict interest and asymmetry information. Therefore, it is necessary to establish the insured＇s participation mechanism, advance its legislation and standardization, promote the publicity of information of medical insurance negotiation, strengthen the supervisory role of the insured and motivate the reform on medical insurance agen
