摘  要:学生体育权利是权利保护的薄弱环节,为了更好地保障中小学学生体育权利,采用德尔菲法、层次分析法研究中小学学生体育权利指标体系。这一指标体系包括5个一级指标,13个二级指标,38个三级指标。各级指标均具有较强的一致性,其内在结构具有较强的逻辑性和科学性。在一级指标中,体育人身权和体育教育保障权是中小学学生体育权利最重要的指标,社会各部门应予以重视。在福建省进行实证研究的结果表明:本指标体系能够切实有效测量中小学学生体育权利,并且体育权利的实现与经济发展、教育投入呈一定相关。Students' sports right is a weak link in rights protection. In order to better protect the sports right of primary and secondary school students, the present thesis adopts Delphi method and analytic hierarchy process to research on the evaluation index system of the sports rights of primary and secondary school students,which consists of 5 first-class indexes, 13 second-class indexes and 38 third-class inde- xes. The indexes have a great consistence and are strongly logical and scientific in the inner construction. Among the first-class indexes, sports personal rights and the rights to physical education are the most important ones for the governmental departments to attach importance to. The relevant empirical studies in Fujian Province shows that this evaluation index system can practically and effectively evaluate the sports rights of primary and secondary school students. And the enforcement of sports rights is correlate with the economic development and educational investment.
