摘 要:针对川气东送管道输送规模的不断扩大出现的管道应急供气、调峰等问题尤其是紧急情况以及节假日安全生产的重大问题,总结对比了川气东送管道系统几种常见的调峰和应急供气手段的利弊,分析了川气东送供气具有的市场主要集中在上下游、用户大量为工业用户以及下游大型用户存在较大用气波动等特点,提出了加快建设多层次应急调峰体系的解决措施,包括加快与中国石油管线的互联及储气库建设,适当提高储气库的规模及工作气量,待储气库建设完后实施弹性的价格机制,以及加强与地方可调节用户的沟通协调并在管道中下游开发部分大型工业用户。This paper summarizes and compares the advantages and disadvantages of several common peak shaving and emergency gas supply means for emergency gas supply, peak shaving and other problems appearing along with the continuously expanding scale Sichuan-to-East Gas Transmission, especially emergency situations and major work safety problems in festivals and holidays. It analyzes characteristics of Sichuan-to-East Gas Transmission such as that the market mainly focuses on the upper and lower parts, users are mainly industrial users and the big users in the lower part have great gas consumption volatility. On the above basis, this paper proposes countermeasures to accelerate the establishment of multilevel emergency peak-shaving system, including accelerating the interconnection with pipelines of PetroChina and the establishment of gas storage, appropriately improving the scale of gas storage and amount of working gas, implementing flexible price mechanism after establishment of gas storage, strengthening communication and coordination with local adjustable users, and developing big industrial users inthemiddle and lower parts of the pipeline.
