摘　　要：陕西具有丰富的军民科技资源,目前存在的主要问题是军民科技资源不能有效融合,没有最大限度地实现规模经济效应,必须解决好国防科技管理体制制约、国防科技工业对地方经济的带动作用小、产品产业链薄弱等问题,陕西推动军民科技融合发展必须完善国防科技管理体制、建立健全军民融合产业园区、搭建军民科技资源一体化沟通平台、提高企业自主创新能力、制定有利于军民科技融合的知识产权政策。Shaanxi province possesses abundant seienee and technology resources in the civil and military corporations. However, the extent of civil-military integration tends to be not so high and fails in reaching the maximum effect of its seale. It is needed to tackle the problems like restricting the national defense science and technology management system, national defense science and technology industry, industry chain, etc. As a province with rich science and technology resources, Shaanxi should make great efforts to form innovative management systems and operational mechanisms, establish the eivil military integration industrial base, construet innovation platforms, improve the ability of independent innovation of enterprises and formulate intellectual property right policies.
