高校管理体制改革要正确处理校院关系

摘　　要：伴随着高等教育由精英教育转向大众教育,我国高校逐渐开始实行校院二级的管理模式。国内关于二级学院内涵等方面的研究和探索以及国外对高校管理体制等内容的探索是推进高校管理体制改革的珍贵财富。正确处理高校校院两级关系是加快进行高校管理体制改革的重要措施,其重点在于处理好校院两级的人权和事权、校院两级的财务和分配、院校两级教学科研关系等等。The higher education in China has realized striding development from elitist education to mass education; two-level management on university and its institutes is on the agenda. The research abroad in management system of colleges and universities, and domestic research on secondary college connotation are the wealth of reforming two-level management on university and its institutes. To speed up the universities management mode reform, we should develop proper relationship between college and university. Moreover, we should focus on two levels of per- sonnel rights and governance, financial and distribution, teaching and scientific research, and so on.
