摘　　要：中国特色的新型智库建设,是国家治理体系中的一个重要组成部分,是协商民主的一种重要表现方式。本文比较了国际知名智库的运行机制,认为"法定机构型智库"和"NPO型智库"都可以成为我国新型智库的模式选择。建设中国特色新型智库的重要途径就是要推动我国传统"体制内半官方智库"实现转型,成为政府支持的独立的政策研究咨询机构。The new think tank construction with Chinese characteristics is an important part of the national governance system, and an important expression of deliberative democracy. This paper compares the operating mechanism of internationally renowned think tank, proposes ＂statutory bodytype think tank＂ and ＂NPO- type think tank＂ could both become the new think tank model. This paper emphasizes that one important way to construct the new think tank with Chinese characteristics is to push forward the transformation of the traditional ＂semi-official think tank within the system＂ into the independent policy research and consulting organization with government support.
