摘　　要：作为我国重要的能源资源保障基地,资源型城市经济结构转型升级是国民经济持续健康发展的必然要求。资源型城市要充分利用新型城镇化过程中的空间布局和生产要素流动,构建可递进的资本形成能力,优化产业体系和产业布局,参与区域分工和健全生态补偿制度,并通过制度改革、完善公共服务体系、加强教育培训和建立区域发展协调机制,实现经济、社会和生态环境的协调发展。As important energy and resource bases of China, resouree-based cities transformation and upgrading is inevitable requirement forsustainable and healthy development of national economy. According to the requirement of new-type urbanization, Resource-based cities need to takefull advantage of the new urbanization of spatial layout and flow of factors, build ability of progressive capital formation, optimize the industrial systemand the industrial layout, participate in regional division, and draw up ecological compensation system. Through institutional reform and improve thepublic service system, strengthen education and training and the establishment of regional development coordination mechanisms, resource-based citiescould aehieve coordinated development of economic, social and ecologieal environment.
