摘  要:绩效信息及其使用为绩效管理的研究提供了一个相对较易操作的框架,也是衡量绩效管理实践成功与否的最好检验。一直以来,各国政府付出大量精力来测量绩效,然而使用绩效信息促进政策和项目实施、提高绩效并最大化公共服务利益的绩效管理行为严重落后于测量行为,对绩效信息的使用依赖于信息质量及使用者偏好,并体现为实际使用状况及其效应等,存在特定的逻辑链条及影响因素。通过对国外政府绩效管理典型实践及理论研究的考察可归类出成功使用绩效信息的经验特征:包括获取并强化政治与组织支持,辨识信息使用者的偏好及期望;促进绩效信息与内部管理系统的动态结合,有效连接行动以实现绩效改进;将绩效管理与组织战略结合起来,形成绩效信息使用的制度及组织惯例。The process of government performance management can be seen as the use of performance information for projects, policies or actions of other organizations in order to maximize the effect of public service. Performance information and its use have provided a framework for the research on performance management, and it is also the best test for measuring whether the performance management practice is successful or not. Over years, extensive effort has been made to measure the government performance; however, the use of performance information in performance management to implement policies and projects, improve performance, and maximize the interests of public service seriously lags behind the measurement of performance management. Of course, the effect of the use of performance information depends on the information quality, the user's personal preferences, the actual usage and effect of it; there exists specific logic chain and affecting factors. Through the study of overseas government performance manage- ment practice and theory, successful use of performance information has the following characteristics: obtaining and strengthening political and organizational support, identifying information consumers' preferences and expectations; promoting the dynamic integration of performance information with internal management system, effectively connect- ing actions to achieve performance improvements; combining performance management and organizational strategies, and systemizing the use of performance information and organizational routines.
