草根NPO政策参与的现实困境及破解路径——基于制度、能力建设与文化视角的分析

摘　　要：草根NPO作为社会力量的有效载体,在参与社会治理中生成一定程度的公权力,并以此对公共政策过程施加影响。草根NPO的政策参与有助于促进政治输入、输出和反馈的畅通与和谐,同时也有利于推进社会治理体系的现代化。论文从制度、能力建设与文化的视角,分析当前草根NPO政策参与的制度平台困境、体制空间困境、能力建设困境和公民文化困境,并根据政府—草根NPO—公众的三元分析模式,提出了由法律法规保障、政策环境支持、草根NPO基于本土情境可实践的专业化能力建设与公民文化培育等四个要素合力建构的破解路径。As a social force, the NPO has generated nity governance and thus influencing the making and some public power in the process of its participation in commu- implementation of public policies, which in return facilitates the smooth and harmonious communication between political input, output and feedback and helps promote the modern- ization of social governance. This paper has analyzed the predicaments faced by the NPO in political participation caused by the system, the capacity of ability construction and the civic culture. By using the triangulation moduh~ composed of the government, the NPO, and the public, this paper comes up with solutions that the participation of the NPO in policy making and implementation should be protected by laws and regulations and supported by policies; furthermore, their specialty ability should be improved and the civic culture should be promoted.
