摘　　要：科学的评价指标体系,是客观评价的基础。法治湖南建设评价既是对建设进程也是对建设效果的评价,因此,应以分解、细化和量化《法治湖南建设纲要》的精神实质为出发点,保证党委和政府、专家、社会公众对评价过程的参与性,从基本举措、客观成效和主观感受三个维度建立评价指标体系。Scientific Evaluation Index System（EIS） is the basis of objective evaluation. The evaluation of construction of rule of law in Hunan focuses on both the process and the consequence. Firstly, EIS decomposes, refines and quantifies the spiritual essence of Construction Program of Rule of Law in Hunan. Secondly, EIS ensures the broad participation of party committees and governments, the experts and the public in the evaluation process. Finally, EIS includes the indicators of basic means, objective results and subjective feelings.
