摘　　要：政府公开的内容十分庞大,既包括宏观层次国家发展战略、政策规划的颁布,也包括微观层次行政收费、办事程序的发布,但其中最为重要而关键的则是国家预算报告及其相关信息的披露。预算公开既是公众了解政府行为的直接途径,也是公众监督政府行为的重要依据,更是将权力关进笼子、防范与治理腐败的基础与保障。对于长期以来腐败高发的俄罗斯来说,通过预算公开预防腐败,提高政府公信力显得尤为必要。自2005年以来,俄罗斯不断加大预算公开力度,使俄罗斯预算公开得到了前所未有的快速发展,在增强全社会对国家制度的信任方面发挥了积极作用。The most important and critical content of the government public is making state budget report public and its related information.Making the government budget public is the direct way to understand government behavior by the public,and it is also the important basis of public supervision.It is the foundation for putting power into cage and preventing and controlling corruption.It is necessary for Russia,in which there is serious corruption,that making budget public to prevent corruption and to improve the government' s credibility.Since 2005 Russia has intensified the effort to make budget public and played a positive role in enhancing the whole society' s trust in the state system.
