摘　　要：国际发展实践的新变化,尤其是中国等新兴援助大国扮演的新角色,正在对传统国际发展思维与模式产生冲击和挑战。在国际发展主体上,发展中国家是落实发展政策与实践的主体而不仅仅是发展援助的对象;在国际发展进程上,民生是发展中国家需要优先解决的问题,民主次之;在国际发展路径上,发展中国家只有走自己的路才能找到发展的最佳通道,西方道路不是万灵药;在国际发展机制上,现成的援助体制有诸多弊端,新兴发展援助国的新鲜经验和成功故事对国际发展富有启发。总之,当今国际发展理念与政策的变革势在必行。中国在发展援助领域的新角色、新实践为国际发展增添了新理念、新活力,带来了新图景、新希望。New changes in the area of international development, especially the new role China is playing as an emerging aid donors is impacting and challenging the traditional ideas and model of international development. On the subject, developing countries are the masters to implement development policies and practice instead of just being the objects of foreign assistance. On the process, people livelihood instead of democracy is the top priority in developing countries. On the path, only the countries which go their own way earl find the best development approach, and the western model is not a panacea. On the mechanism, the current aid system has many disadvantages. In the meantime fresh experience and success stories of emerging donors are of great inspiration to international development. In a word, the reform of policy and practice in this field is imperative, and a series of paradoxes dominating all international development are to be corrected. The new role China is playing and new practice it is conducting is adding new ideas, new vitality as well as new vision and new hope to international development.
