村民自治与农民公民意识的培育

摘　　要：公民意识是我国社会主义法治建设的主体性条件。传统社会我国农民臣民意识浓厚而公民意识缺失。为了培育农民的公民意识,必须充分发挥村民自治的宪政载体作用。村民自治为农民公民意识的培育提供理论基础、制度平台和实践基石。优化村民自治,促进农民公民意识的培育,不仅要创新自治制度,提供制度保障;而且要实现村—社联动,提供平台保障;更应落实村务公开,提供监督保障。Citizen consciousness is the independent condition of socialism government by law construction in China. In the traditional society, the farmer subject consciousness in our country is thick but citizen consciousness is lack. In order to cultivate the citizen consciousness of farmers, we must fully play the government constitutional carrier of villagers autonomous role. The villagers autonomous provides farmer citizen consciousness with the rationale, system platform and practice cornerstone. In order to optimize the villagers autonomous and cultivate the citizen consciousness of farmers, we must not only innovate the autonomous system to provid the system safeguard, but also realize villagers autonomous and community linkage to provide platform safeguard. Moreover, we should carry out the village service to open and provide the surveillance safeguard.
