摘　　要：本文介绍了在轨道交通综合监控系统(ISCS)中如何进行控制中心和车站之间的内部权限移交,以及ISCS与外部系统之间的外部权限移交。权限移交有两种方式:正常权限移交和强制权限移交。结合实际工程需求,针对BAS子系统设计了控制权移交的方案及实现方法。实践表明,该方案能够满足需求,保证控制的唯一性,使得操作员在控制中心、车站、子系统均能对受控对象进行安全的控制操作。This ariticle describes how to transfer the internal authority between control center and station in rail transit integrated supervision and control system（ISC~ and how to transfer the external authority between ISCS and external systems.There are two ways of authority transfer： normal authority transfer and forced authority transfer. Based on actial project requirements of BAS, we designed the program of control authority transfer and realization method. Practice shows that the method can meet the requirements, ensure the uniqueness of control,makes the operator at control center, station or subsystem can control the controlled object safety.
