摘　　要：明确界定冰雪体育产业链的内涵、特性等理论,对完善冰雪体育产业理论具有重要的理论和现实意义。对黑龙江省冰雪体育产业链的现状进行分析,认为冰雪体育产业链的形成有利于发挥冰雪体育产业链的集群优势,有助于冰雪体育产业链资源的优势整合,推动冰雪体育产业链的自主创新,提升了全民的生活品质等积极效应。提出发挥政府宏观调控功能,形成产业链的良性联动效应科学规划;合理布局,避免资源的重复开发和浪费;注入冰雪体育文化气息,营造冰雪体育产业链发展的人文环境;寻求创新切入点,发挥冰雪体育产业经济发展潜能等发展措施,对黑龙江省冰雪体育产业链的治理和冰雪体育产业升级具有推动作用。The theories, such as clearly defining the connotation and characteristics of ice and snow industry chain has important theoretical and practical significance to improve the theories of ice and snow sports in- dustry. The paper has an analysis of situation on ice and snow sports industry chain in Heilongjiang, and thinks that the formation of ice and snow sports industry chain is good to play the cluster advantages, reor- ganize the advantage resources, promote independent innovation and improve the quality of life for people of ice and snow sports industry chain and other positive effects. The paper puts forward that the government should play a role in macro control and forming scientific planning of good integrated effects ; Rational distri- bution, avoid overlapping in development and waste of resources; Inject cultural respects of ice and snow sports, create the human environment of developing ice and snow sports industry chain ; Seek for the creative breakthrough, develop the potential of ice and snow industry economy and other developing measures, has a role in promoting the improvement of ice and snow sports industry chain in Heilongjiang province and a high- er grade of ice and snow sports industry.
