武警水电部队应急抢险卫勤保障的实践与思考

摘　　要：本文分析武警水电部队近几年成功完成的一系列抗洪抢险、抗震救灾等应急抢险任务。该类任务的特点为,组织领导得力,科学保障靠前;即时医疗救护,确保伤员安全;卫生防疫全面,部队安全稳定;心理干预到位,部队士气高涨四个方面。此外应急抢险现场的卫勤保障工作要快速反应,有备而战,预防先行,做到全、小、快、灵的要求。只有坚持从实践中总结经验,以卫勤保障为重点,才能较好地实现无死亡、无重大伤亡、无疫情传入的目标,并为部队完成急难险重任务提供有力的保障。Through analyzing of a series of fighting and emergency operations in recent years, such as flood-fighting and earth- quake relief missions, which successfully Completed by hydropower engineering troops of Chinese People＇ s Police Armed Forces （CPAF）. This article simply summarizes the characteristics of this kind of tasks from four aspects, that is leadership strength, top scientific guarantee ; Immediate medical aid, ensuring the security of the wounded ; Health and epidemic prevention, comprehensive forces security and stability; Psychological intervention in time, boosting morale. In addition, the medical support must respond quickly, pre-pare to fight, give prevention first, and be comprehensive, small, fast and flexible. We should insist on summing up experience from practice, adhere to the medical support, and we can achieve the target of no death, no heavy casualties, no outbreak of epidemic situation, and provide strong guarantee for the army to complete the daunting tasks.
