摘 要:"十二五"时期是江苏经济发展方式转型升级的关键时期。人才资源、尤其是科技人才资源,作为技术创新、经济发展的关键要素,其数量、结构和发展趋势将对江苏经济发展方式的选择和产业结构的调整产生重大影响。文章基于江苏省苏南、苏中、苏北的统计数据,比较分析三大区域的科技人才数量、弹性、偏离度现状,依据江苏转型发展对科技人才资源的新要求,从科技人才开发观念、区域政策措施、企业主体作用以及跨区域"产学研"合作等方面,提出江苏科技人才资源开发的优化措施。The 12th-Five-Year Plan Period is a critical period for the transformation and promotion of economic de-velopment mode in Jiangsu. As an important factor of technological innovation and economic development, the quantity, structure and development trend of human resources, especially scientific and technological talents, will have a significant impact on the choice of economic development mode and the adjustment of industrial structure in Jiangsu. Based on the statistical data of the southern ,middle and northern area of Jiangsu, this thesis comparatively analyze the current situation of scientific and technological talents’s quantity, elasticity, deviation degree. According to the new requirements of Jiangsu economic transformation and promotion for scientific and technological talents, this thesis puts forward several optimized measures of scientific and technological talents development in terms of talent concept,regional policy, the key role of en-terprises as well as cross-regional “Industry-Academy-Research” cooperation.
