摘　　要：文章介绍了挪威版权延伸性集体许可制度的概念及其与北欧四国版权延伸性集体许可制度的异同,并且以《挪威版权法》为切入口理解该制度的法律基础,最后结合该制度的最佳实践——挪威国家图书馆Bokhylla计划,探讨这一解决数字作品使用的版权问题的成功模式及其意义。The authors introduce the concept of Extended Collective Licenses system （ECL） and compares it with ECL in other four Scandinavian countries. The system can help understand the legal basic of the system through interpreting Norwegian Copyright Act. In the paper the best practice called Project Bokhylla by the National Library of Norway is presented and the successful experience and its value of solving the copyright problem concerning the use of the digital works discussed.
