摘　　要：文章回顾了版权补偿金制度的内涵、产生原因和发展历程,指出在信息技术和DRM体系对版权补偿金制度的冲击下,该制度仍然具有继续存在的必要性,但版权补偿金制度的改革也势在必行,总结了三种改革措施——拓宽补偿金征收对象、转变补偿金设置的方式以及与DRM体系相结合。The paper reviews the concept, the causes and the history of Copyright Levy System. It is considered to be necessary although the information technology and the new model called Digital Rights Management System have an impact on the Levy System. Therefore, it is inevitable to make reform under such a circumstance. Three measures are summarized as follows： expanding the scope of collection; adjusting a new scheme of compensation; combining Copyright Levy System with Digital Rights Management System.
