铁路融入煤炭交易市场体系建设的思考

摘　　要：以煤炭交易市场体系的建设和发展为背景,阐述煤炭交易市场体系的内涵、发展思路和合作模式;以中国煤炭交易中心为例,阐述煤炭交易市场体系的运作模式。通过分析煤炭交易市场体系对铁路增强外部资源整合能力的优势,探讨铁路提供的交收仓库和集疏运网络在整个煤炭交易市场体系中的地位,提出铁路融入煤炭交易市场体系建设的思考,即积极参与配合煤炭交易市场的建设、结合煤炭交易市场体系建设实践制定铁路"十三五"物流发展规划、协助推进煤炭市场化改革试点、调整运力分配机制等。Taking establishment and development of coal transaction market system as background, this paper expounds the contents, development idea and cooperation mode of the coal transaction market system, and taking the coal transaction center as an example, the paper expounds the operation mode of the system. Through analyzing the superiority of the system over railway increasing the capacity of outer resource integration, the paper discusses the position of delivery-arrival warehouse and collecting & distribution transport network provided by railways on the whole coal transaction market system, and puts forward the thoughts on railway joining in the establishment of coal transaction market system, which means actively joining and coordinating the construction of coal transaction market, instituting railway '13th fiveyear' logistic development plan through combining with coal transaction market system, promoting pilots of coal market-oriented reform and adjusting transport capacity distribution mechanism.
