摘 要:水库压覆煤炭资源的开采既要确保矿井安全生产,又要保护水库安全运行,做到煤炭开发和水库安全运行的双赢。以某水库压覆煤炭资源为例,根据水库属性和矿井地质采矿条件,运用垂直剖面法对水库压覆煤炭量进行了计算,采用影子价格计算法对压覆煤炭资源的机会成本进行求解,然后从导水裂缝带高度、开采方案的地表移动变形预计与采动影响分析以及裂缝对水库坝体的影响等方面,对水库压煤开采的可行性进行了论证。结果表明水库压覆煤炭资源开采是可行的,经济和社会效益显著。In order to achieve the win-win goal of mineral resources and engineering construction projects,mining coal reserves under reservoirs has to ensure the safety of the underground mining and the surface reservoirs.Taken mining coal resources under reservoir as an example,according to the reservoir's properties and geological/mining conditions of certain coal mine,the vertical section method was employed to determine the range of mineral resources under construction projects,and then shadow price calculation method was applied to solve the opportunity cost of resources.From the economic and social perspective,such as the height of water flowing fractured zone,surface movement and deformation and effect of cracks on dam,feasibility analysis of mining coal reserves under reservoir was conducted.The results show there is significant benefits and suitable of mining coal reserves under reservoirs.
