图书招标采购中综合评分标准规范性研究——以重庆市某高校中文图书招标采购为例

摘　　要：文章分析了图书采购招标的特殊性以及统一实行政府采购模式的必要性,通过案例分析现有图书采购模式中综合评分标准缺乏合理性,并在采购招标的招标文件中如何规范综合评分标准、以合理的招标程序确定真正能提供优质供货服务的供货商,又能有效控制采购价格,实现招标人利益最大化,对规范图书采购行为、保障采购方利益以及约束供货商行为均提出了相应的对策及建议。The paper analyses the particularity of books＇bidding and the necessity of government bidding model. From the case analysis of the existing book bidding model, we find that there is lack of rationality in comprehensive score standard. Therefore we put forward the corresponding countermeasures and suggestions on how to standardize the comprehensive score standard in the tender document, determine the supplier who can provide high quality delivery service and effectively control the procurement price with reasonable bidding procedures in order to maximize the interests of the tenderer, standardize the book bidding behavior, guarantee the purchaser interests and constraint the supplier behavior. 3 refs.
