新疆沙漠化造成经济损失的货币评价及治理措施——以和田地区为例

摘　　要：针对新疆和田地区沙漠化的严重性和特殊性,运用市场代替法、直接市场法、土地价值法、支付意愿法对该地区沙漠化带来的各种损失进行量化分析和计算。经过科学合理的计算,新疆和田地区每年总损失共计14.47亿元。该地区的沙漠化导致土地退化、可利用土地资源减少、农牧业减产;生态环境及生存条件恶化,自然灾害频发;贫困加剧,给和田地区带来了巨大的危害。最后,为治理该地区的沙漠化提出了切实可行的措施,为更好的治理该地区的沙漠化指明了方向,将对当地经济的可持续发展和人民生活水平的提高起到推动作用。Aiming at the seriousness and particularity of desertification at Hetian area in Xin jiang, using market replacement method, direct market method, land valuation method and willingness to pay method, all kinds of losses resulted from desertification in this area were quantitatively analyzed and calculated. The result by scientific and reasonable calculation re vealed that annual economic loss in total of Xinjiang Hetian area was 1. 447 billion yuan. The desertification in this area brought about great harms, such as land degradations, reduction of available land resources, reduction of agricultural and animal husbandry production, dete- rioration of ecological environment and living conditions, natural disasters and intensifying poverty. Finally, the practical measure for controlling regional desertification was proposed. These suggestions point out the direction for the better management of desertification in the region, and will encourage the sustainable development of local economy and improvement of people＇s living standard.
