城乡一体化背景下集体建设用地流转问题分析与对策研究——以芜湖市为例

摘　　要：我国正处于城乡一体化快速发展的阶段,对集体建设用地的需求不断增加,促使集体建设用地流转市场产生和发展。当前各地土地流转中普遍存在政府管理缺位、中介组织匮乏、农民财产权益受损等问题,迫切需要完善相关政策和配套措施,促进我国农村建设用地市场有序发展。本文依托对芜湖市集体建设用地流转的实地调研,总结流转中存在的具体问题和深层次原因。通过充分听取农民、集体经济组织、流转企业的利益诉求,借鉴国内各地区集体建设用地流转和国外城市化过程中农村土地管理的经验,从农村土地制度改革、城乡土地市场建设和流转配套措施3个层面提出合理化的政策建议。通过多层次的政策措施,保障农民的财产权益,促进集体建设用地的高效利用,推动我国城乡一体化发展。China is in a stage of rapid development of rural-urban integration, and the demand for the collective construction land increases continually, prompting collective construction land transfer markets to arise and grow Currently there exist many issues prevalently in the practical transferring, such as the absence of government administration, lack of intermediary organizations, and farmers damaged property rights and so on, so that the relevant policies and supporting measures are urgently necessarily improved to promote the orderly development of China＇s rural construction land market. This paper relies on the field research of the collective construction land market in Wuhu, and summarizes the specific issues and their deep-seated causes in the transferring market. On the basis of listening fully to farmers, collective economic organizations, and transferring enterprises for their interest appeals, and drawing on the rural land management experiences in the transfer of domestic collective construction land and in the process of foreign urbanization, the rational policy recommendations are put forward and are divided into the three aspects of rural land reform, rural-urban land market construction, and transfer supporting measures.
