农民用水户协会运行管理存在的问题及对策研究——以昆明市西山区为例

摘　　要：通过总结农民用水户协会运行管理的现状和成效,分析协会在其运行管理过程中存在的问题,提出完善协会运行管理的对策。结果显示:以农民用水户协会为载体推进农田水利基本建设,调动了农民投工投劳修水利的积极性,拓宽了投入渠道,完善了农田水利工程建管机制,实现了水资源的优化配置。This paper summarizes the status and effect of water user associations that exists in the operation and management,operation management process analysis association problem,countermeasures are put forward to improve the operation and management of the association.Results showed that the FWUA plays a key role in encouraging construction of on-farm irrigation facilities,raising farms＇ enthusiasm of contributing labors for water structure construction,widening finance channels,improving on-farm facilities,optimizing allocation of water resources.
