谈养殖污染防治的基本原则

摘　　要：畜牧养殖的快速发展,对生活质量的提高起到积极作用,但养殖所产生的废弃物对自然环境的污染也呈现上升趋势。只有坚持切实可行、符合我国国情的养殖污染防治原则,才能有效控制养殖污染。本文从养殖业与环境保护的关系出发,对养殖污染防治工作所必须坚持的"预防为主、防治结合;统筹规划、合理布局;因地制宜、综合利用;激励引导、促进发展"四项基本原则进行论述,为养殖污染防治工作提供参考。The positive effect was played by the rapid development of animal husbandry and aquaculture for increasing people＇s living quality. But the environmental pollution which was generated by farming waste had been presented a rising trend. Only we insisting on aquaculture pollution prevention and control principle which was practical and according with China/s national conditions, the aquaculture pollution could be effective control. This author proposes a overall view on the work of aquaculture pollution prevention and control which is focus on the relationship between breeding industry and environmental protection, mainly discussed the four cardinal principles which must be adhered to prevention and control work on aquaculture pollution, including ＂ prevention first, prevention and cure integrated; overall planning, reasonable layout; adjust measures to local conditions, comprehensive utilization; incentive to guide and promote development＂.
