摘　　要：社会转型引发了社会利益的多元化和利益分化,各种社会矛盾层出不穷,传统的和谐警民关系面临新的挑战,公安群众工作陷入群众不信任、社会不公平和不稳定三大困境,面临着情、理、法的纠葛。要实现和谐的警民关系,应站得更高、看得更远、想得更宽,坚持先进的理念,明确人本目标,确定恰当方法,做好公安群众工作。Because social transformation triggers diversification and differentiation of social interest, various social contradictions linger on and traditional harmonious relations between the police and the people are facing new challenges, dragging public security mass work into three major predicaments： mass showing no trust, asymmetry supply and demand and social instability. Mass work is now entangled with affection, reason and law. To achieve the goal of harmonious relations between the police and the people and better implement public security mass work, we should stand higher, see farther, think more broadly, adhere to the advanced concepts, clear our targets and decide appropriate methods.
