摘　　要：煤炭生产许可证取消后留下监管空白,应借鉴国外煤炭开采管理经验,理顺煤炭行业管理体制,加强煤炭开采准入相关立法。The Coal Industry Law was amended by abolishing coal production licenses,which weakened coal production supervision and administration.The Government may consider the enactment of coal production access rules and the reform of the management system for coal production administration,according to experience of foreign countries.
