摘 要:以生态敏感性评价为基础,设计了基于生态环境安全保护模式的生态用地整治潜力调查与评价模式,基本特征是:根据不同的生态敏感度分区进行生态用地整治调查分区划定,结合未利用地开发、农村建设用地复垦和退耕还林三种生态用地整治类型,对不同调查区进行针对性较强的林地、耕地、园地整治潜力抽样调查,在抽样调查基础上进行生态用地整治潜力水平选择、潜力测算与潜力分级.评价结果:研究区生态用地整治潜力为1 635.72hm2,包括林地整治潜力864.92hm2,耕地整治潜力379.35hm2,园地整治潜力391.44hm2.其中,林地整治潜力占比规模大,耕地相对较小;规划设计潜力综合实现度水平随生态敏感性升高而下降,即林地整治潜力比重高,则规划设计潜力综合实现度水平低,耕地整治潜力比重高,而规划设计潜力综合实现度水平高.Based on ecological sensitivity evaluation,this paper has designed the survey and evaluation on ecological land regulation potential based on ecological and environmental security protection mode,it has drew the partition for ecological land regulation according to the different ecological sensitivity partition and combined with different regulation types which are Unused land development,Rural construction land reclamation and Return the grain plots to forestry,made sample survey for the regulation potential of forest land,cultivated land and garden plot on different partition,and selected,calculated,classified the ecological land regulation potential based on the sample survey result.The evaluation results showed that the ecological land regulation potential is 1 635.72hm2,of which,the forest land is 864.92hm2,the cultivated land is 379.35hm2,the garden plot is 391.44hm2,it meant that the proportion of forest land is large and the cultivated land is small;and the potential comprehensive realization degree of the plan decline while the ecological sensitivity rise,that is to say,the proportion of forest land is large which would have a small potential comprehensive realization degree,and the proportion of cultivated land is large which would have a large potential comprehensive realization degree.
