摘　　要：在分析研究国外畜禽养殖废弃物管理方面的相关政策及法律法规的基础上,结合我国畜禽养殖污染形成的原因和污染及防治现状,对我国畜禽养殖污染防治技术效果进行全面分析,提出围绕"合理规划、种养殖平衡、资源化利用"的畜禽养殖污染系统控制理念的相关政策措施以及管理制度方面的建议,为我国畜禽养殖污染防治政策提出合理性建议。With rapid development and continuous improvement in intensification of livestock and poultry farming, some problems of livestock and poultry pollution have occurred, the pollution is characterized by great amount,wide range and difficult control. In order to solve the problem of pollution effectively, relevant policy measwres and management system must be developed. On the basis of related policies,laws and regulations for livestock and poultry waste management, the cause, the situation and technical effect on the pollution prevention are analyzed comprehensively,and suggestions are put forward on the idea of ratronal planning, planting and breeding balance, and resource utilization for the pollution control in China.
