摘　　要：美国逆世界海洋时代已经到来的时代潮流,悍然把战略重心东移滋事,不断唆使日本、菲律宾等国对中国海洋权益发起挑战。面对这一严峻形势,为捍卫世界反法西斯战争胜利成果,中国不仅要致力于建设海洋强国,还应与俄罗斯加强海洋合作,进一步充实两国战略协作伙伴关系内涵。为此,中俄两国应当在充分认定加强海洋合作必要性的基础上,积极拓展海洋合作重点领域,并且针对现存问题共同采取有效措施。只有这样,才能使中俄战略协作伙伴关系循名责实,共同为建设和谐海洋、和平海洋做出贡献。The historical tide of World Ocean Times has arrived. Against this trend,the United States of America put the strategic focus eastward into the Pacific Ocean,continue to challenge China's maritime rights and interests by abetting Japan,the Philippines,and etc. In order to defend the fruits of victory of the anti-fascist war,China should not only committed to the construction of maritime power,but also strengthen maritime cooperation with Russia,enriching the connotation of bilateral strategic cooperation partnership. China and Russia should fully recognize the necessity of strengthening ocean cooperation,actively expand Marine priority areas of cooperation,and jointly take effective measures for the existing problems. Only in this way,can we make the Sino-Russian strategic partnership of cooperation live up to the name,and contribute to the building of a harmonious,peaceful ocean.
