摘　　要：在法制条件下,地方志事业的创新发展必须实现六个转交:在工作职能上由编纂单位向工作机构转交;在工作格局上由修一部志鉴向兴一项事业转变;在修志宗旨上由重修轻用向修用并重转变;在修志模式上由闭门修志向开门修志转变;在人才培养上由被动型培养向主动型培养转变;在志鉴产品上由数量增长型向质量效益型转变。Under the condition of the rule of law,the innovation and development of the local records cause must realize six transformations:transformation from compilation unit to work institutions in terms of work functions;transformation from compiling one set of local records or yearbook to promoting a cause in terms of work pattern;transformation from emphasizing compilation rather than usage to equal emphasis on compilation and usage in terms of compilation purpose;transformation from close-door type of compilation to open-door type of compilation;transformation from passive to active training and development of human resources training and development;and the transformation from the numerical increase model to the quality-driven model in terms of local records or yearbook products.
