摘 要:科技工程是通过核心技术突破和资源协同共生,在一定时限内完成关键共性技术的重大工程,科技工程的组织协同管理是重中之重。然而目前的科技政策却鲜有从保障协同管理角度出发的相关内容。首先对重大科技工程组织协同管理政策的需求进行简要分析,秔理了我国重大科技工程组织管理的现有政策及不足,同时对国外相关科技政策做了经验借鉴,最后基于以上分析从顶层设计、金融财税、人才、知识产权几个方面对重大科技工程组织协同管理政策的完善给出几点建议。Science and technology project is a kind of major projects completing the key generic technology in a certain deadline through the core technology breakthrough and resource synergy symbiosis. Organization collaborative management of science and technology project is top priority. The present science and technology policies, however, are few from the perspective of ensuring collaborative management. This article first briefly analyzes the demand for major project organization collaborative management policies, then combs the China's current organization and management policy and insufficient in major science and technology projects, foreign experience related science and technology policy as reference at the same time. Finally based on the above analysis, some policy suggestions are given from the top design, finance, taxation, personnel and intellectual property rights for improvement of organization collaborative management in major science and technology project.
