摘　　要：社会保障体系是现代市场经济体制不可或缺的有机组成部分,市场经济的本质是追求创造财富的效率,社会保障的功能则是辅助市场追求效率的同时兼顾公平。加快完善中国社会保障体系建设,是维系社会和谐与稳定发展的重要条件之一。中国社会保障体系的制度框架可进行二维划分:一是横向的社会保障项目,二是纵向的社会保障水平。社会保障体系的建立和完善是一个动态发展的、与时俱进的过程,只有根据社会经济发展的水平及社会保障体系的目标,不断改进、充实和完善现有的社会保障体系架构,才能使中国社会保障体系改革服务于社会经济体制改革的总体目标,进而对社会经济发展和经济体制改革做出更大的贡献。The social security system （SSS） is an indispensable part of the modem market economy system, the essence of which is to pursue an efficient wealth creation. The function of the SSS is to serve for this purpose well with fairness, and the rapid perfection of China＇s SSS construction is vital to the harmonious and steady development of the society. The framework of China＇s SSS is two-dimensional, with the social security project being the horizontal end and the social security level longitudinal. The establishment and perfection of the SSS is a dynamic process advancing with the times. Only with the continuous improvement, enrichment and perfection of the existing SSS frame, based on the social economic development level and the goal of the SSS, can we make the Chinese SSS reform in the service of the overall objective of the social economic system reform, thus make greater contribution to the social economy development and the economic system reform.
