摘 要:从水资源可持续利用的内涵出发,分析其影响因素,选取涵盖了水资源条件、水资源开发利用效率、生态环境状况、社会经济环境和水资源管理能力等方面21个主要因素作为评价指标,运用熵权法计算各指标权重,利用综合评判模型对六盘水市2000-2010年水资源可持续利用进行综合评价。结果表明:2000-2010年六盘水市水资源可持续利用水平呈上升趋势,但六盘水市水资源可持续利用水平处于可持续利用的中等水平,水资源可持续利用已成为六盘水市可持续发展的制约因素。根据六盘水市的水资源利用状况,提出了加大对过境水资源的开发利用程度、加强生态环境建设、提高用水效率和蓄水工程建设等提高水资源可持续利用的措施。Starting from the connotation of water resource sustainable utilization, this paper analyzes its influenclng tactors anu assesses the water resource sustainable utilization situation by using fuzzy comprehensive evaluation method, which employs an indicator set with 21 indexes including water resources, water resources development and utilization efficiency, ecological environment, social economic environment and water resources management ability. This model is applied to evaluate the water resource sustainable utili- zation situation in Liupanshui City in 2000-2010 years . The results show that water resources sustainable utilization in Liupanshui City shows a rising trend in 2000-2010 years, but it is at the middle level, which has become a constraints factor of the sustainable development in Liupanshui city. According to the situation of water resources in Liupanshui City, it is proposed that water resource sustainable utilization can be enhanced through the following aspects, including enhancing the development and utilization level of cross-border water resources, improving the ecological environment construction, water use efficiency and water engineering construction.
