完善农民工返乡创业服务体系对策研究——赣南苏区石城县的调查与启示

摘　　要：基于对石城县的调查研究,概述农民工返乡创业服务存在的主要问题,从就业创业培训、小额信贷、农民工创业园建设等方面探寻石城县尝试性构建农民工返乡创业服务体系的经验,进而提出进一步完善农民工返乡创业服务体系的策略建议:建立健全创业保障机制,在政策扶持上体现连续性;拓宽资金扶持渠道,在服务内容上体现拓展性;创新社会服务体系,在服务举措上体现针对性;建立创业文化培育制度,保障创业队伍稳定性。Based on investigation of Shicheng County, the main problems of entrepreneurship service for migrant workers returning home are summarized. From the aspects of employment and entrepreneurship training, micro credit, the construction of migrant workers＇ entrepreneurship park, we explore the experience in tentative construction of service system for returning migrant workers in Shicheng County. Accordingly the following suggestions are proposed to further improve the migrant workers home entrepreneurship service system, establish and improve enterprise security mechanism, reflect the continuity in implementing the policies; broaden the fund channel, reflect the expansion in the service content; innovate the social service system, embody pertinence in the service measures; establish entrepreneurial culture fostering system, guarantee the stability of entrepreneurial team.
