基于信息库的第三方政风行风测评模式

摘　　要：针对政风行风测评中测评单位与服务对象众多且分散的特点，为实现民主测评、高效测评，设计以服务对象信息库为基础，对不同的测评单位根据单位行政审批项目及服务对象所涉及的行业，按一定数量和行业比例从服务对象信息库中抽取单位测评子表，在测评单位和纠风办的监督下，由第三方平台现场通过10000号外呼服务对象，并现场记录测评结果，民主、公平、公正的反应被测评单位情况。解决了传统政风行风测评中群众参与积极性不高、测评结果水分多、且费时费力的问题。By directing at the characteristics of numerous and scattered appraisal units and service objects in political and industrial conduct appraisal, an appraisal mode based on the service object information base is designed, so as to realize democratic appraisal and efficient appraisal. Such mode will extract unit appraisal sub-lists from service object information base for different appraisal units in a certain amount and industry proportion according to industries involved with items requiring administrative approval and service objects. Under the supervision of appraisal units and State Council Office for Rectifying, the third-party platform will call 10,000 service objects on the spot and record the appraisal results immediately, which can reflect situations of units to be appraised democratically, fairly and justly. This has solved problems of low mass participation enthusiasm, unfair appraisal results, and time and energy consumption in traditional political and industrial conduct appraisal.
