基于“和谐管理”思想的民族社区旅游发展有效性研究——以广西龙胜各族自治县平安寨为例

摘　　要：民族社区旅游系统是一个以社区居民为主体的，涉及诸多利益相关者的利益生态体，其各阶段旅游发展的有效性将直接影响民族社区旅游系统的持续发展能力。和谐管理理论所强调的和谐机制主要体现为系统的“导航系统”、“支持系统”和“实现系统”三者之间的匹配关系和谐。依据“和谐管理”思想。通过对平安寨旅游发展有效性的分析与评价。表明。平安寨社区旅游在第二、三阶段的发展是很有效的。而第四阶段由于政府和外来投资公司的忽视社区居民参与利益和能力，导致支持系统与实现系统的匹配关系失调，最终影响导航系统的目标实现。同时，研究也表明，民族社区居民参与能力是一个由弱到强的成长过程。每一发展阶段的发展主题与管理制度的确立必须要获得社区居民的广泛认同与支持，这是不断提升民族社区旅游可持续发展能力的基础。The ethnic community tourism system is an ecological body in which community residents as the main body, involving the various stakeholders, and the effectiveness of each stage of tourism development will directly affect the ability of sustainable development of ethnic community tourism system. The harmonious-management theory emphasizes that the harmonious mechanism mainly manifests the three harmonious relationships for the system of ＂navigation system＂, ＂supporting system＂ and ＂behavior system＂. The result shows that the Ping＇ an village community tourism development in the second and third stage is effective, hut in the fourth stage, clue to the government and outer-investment ignoring the residents＇ interests and participation ,makes the matching relation between supporting system and implementation system in disorder, and which ultimately affect the goal of the navigation system. And the ability of residents＇ participation of Ping＇ an village is a developing process from weak to strong, and the improvement of ethnic community tourism sustainable development ability derives from the widely ethnic residents＇ reorganizations and supporting to the ＂development vision＂ and ＂management system＂ in each development stage.
