塔里木河流域可转让农用水权价格中的资源水价计量研究

摘　　要：流域缺少资源水价制约了水资源利用和配置,开展资源水价研究是非常必要的;为此,首先把塔里木河流域可转让农用水权价格中的资源水价细分为绝对水租、级差水租、水资源稀缺价值、水资源选择价值和超定额用水的水资源价值,并确定了流域资源水价形成的准市场机制;在此基础上,进一步确定资源水价各个组成部分的计量模型,并利用流域相关资料,计算了塔河流域的资源水价,其中粮食作物资源水价为0.100 0～1.297 0元/m3,平均0.412 0元/m3;经济作物资源水价0.150 0～1.352 0元/m3,平均0.467 0元/m3;经济作物完全资源水价0.200 0～2.001 0元/m3,平均0.673 0元/m3.而且,叶尔羌河流域和塔河干流资源水价较高,约1.000 0元/m3,其他流域约0.200 0元/m3.Water resource price is an important restrictive factor to affect water use and its arrangement, so it is necessary to study water resource price in Tarim River Basin. First, water resource price can be divided into five parts, absolute water rent, differential water rent, water-deficient value, the value of water resource use selection and the value of water resource that exceeds the quota. The mechanism of the quasi-market of water resource price is made in Tarim River Basin. On basis of them, the price models of each part of the water resource price and their comprehensive price models are built. Furthermore, the price of water resource is calculated by using the relative data in Tarim River Basin. In it, the water resource price of food crops is from 0. 100 0~1. 297 0 yuan per cubic meter, 0. 412 0 yuan per cubic meter on the average. One cash crop is from 0. 150 0~1. 352 0 yuan per cubic meter. The complete water resource price of cash crops is from 0. 200 0~2. 001 0 yuan per cubic meter. And the water resource price is very high, about 1. 000 0 yuan per cubic meter in the Yerqiang River Basin and the lower reach of Tarim River Basin. One of the basins is relatively lower, about 0. 200 0 yuan per cubic meter. Water resource price increases sharply to promote the efficiency of water resource use and its highly effective arrangement, but it is appropriate for the water scarcity in Tarim River Pin,in
