摘  要:近几年消费碳排放和国际间碳泄露问题引起国内外学者的普遍关注,本文构建消费碳排放核算体系,建立多区域投入产出(MRIO)模型,测算和比较我国8个地区的消费碳排放,分析生产分割条件下区域间贸易对各区域碳排放的影响。结果表明:2007年消费碳排放较多集中在经济比较发达的沿海区域,同时单位GDP消费碳排放的地区差异远远小于单位GDP生产碳排放的差异。通过区域间贸易,全国形成了"西部→中部→东部沿海"输出隐含碳的空间格局,这说明中西部区域实际上承担了东部沿海区域消费的外部性。因此,应通过大力推进生态补偿政策、扩大碳排放交易的范围和规模、积极引进先进技术和工艺等措施,降低中西部碳排放量,缩小与沿海发达区域的差距。Much attention has been paid to the amount of emissions associated with the consumption of goods and services in each region. In this paper, using multi- regional inputoutput (MRIO) model, we present a consumptionbased CO2 emissions inventory and calculate the consumption- based CO2 emissions in 8 regions. We find that China's consumption- based CO2 emissions are mainly from the consumption in the devdoped regions, and the difference of consumption- based CO2 emission intensity in regions is less than the difference d produetion - based C02 emission intensity. Through regional trade, the spatial pattern d emissions inter - regional transfer is "west - middle - eastern coastal". Sharing responsibility for emissions among producers and consumers could decrease carbon leakage and facili- tate an equal climate policy. Finally, some policy implications are put forward based on the analysis.
