摘 要:基于工业化第二阶段,将中国的基础研究投入强度与除去国防研发后的美国作对比,发现中国政府的基础研究投入并不低,已达到工业化第二阶段的中等水平,造成中国基础研究投入强度过低的主要原因是企业投入几乎为零。但是以上结论的准确性受到中国当前R&D统计数据质量的影响,因为中国常用的支出数据其统计方案不全面,没有针对政府和企业的基础研究投入统计,如果借用中国财政拨款数据,还存在与支出数据相互矛盾之处,只有借鉴国外先进经验,尽快补充和完善中国的R&D统计制度与体系,才有助于更加科学、准确地评价中国基础研究投入状况,为政府与公众决策服务。Based on the second stage of industrialization, we compared the GEBR/GDP of China with the United States, the latter one excluding input of the defence research and development, and found the main reason of lower GEBR/GDP in China was too less investment of Chinese enterprises. But the Chinese government's investment was not low, which was in the middle level of the second stage of industrialization. But these results were based on the inaccurate Chinese R&D statistical data. Compared with the United States, there were many discrepancies between Chinese R&D budget data and expenditure data, even the expenditure statistic project was not complete. So the most important thing was to establish and improve the R&D statistical system in China, in order to get the accurate judg- ment of GEBR/GDP.
