摘　　要：19世纪下半叶是英国工会取得完全合法地位最为关键的一个时期,国家对于工会合法性的承认标志着国家不再将工会视为对个人自由的威胁,而将其作为劳资关系的重要组成部分加以接纳。这一时期英国工会法律地位的改善是由众多因素决定的,其中最为关键的有三点:一是社会思潮由传统自由主义向新自由主义的转变,二是新工会运动的影响,工会自身对于工会立法的积极推动,三是统治阶层的反思。The second half of the 19 th century is the most critical period in the British trade unions obtaining the full legal status. The article discusses this period's evolution of the legislation in detail and points out that the recognition of legitimacy state for trade union means that the state no longer treats national trade union as a threat to individual freedom, but as an important component of labor relations to be accepted. And based on that, the article also explores the causes of the change.
