区域大气污染协同治理视角下的府际事权划分问题研究

摘　　要：基于区域跨界公共事务协同治理和环境治理中的府际关系理论,本文指出在我国区域大气污染治理中,需要以公共物品属性来划分中央政府与地方政府的事权,加强地方政府之间的权力让渡,引入私人部门和非营利组织等来共同参与区域大气治理。在此基础上,本文着重分析了在"环境竞次"和"环境竞优"效应下,中央政府如何发挥指导作用,让地方政府的"环境管理优先权"在可控的范围内行使,强调通过地方政府之间行政管辖权的让渡和构建跨区域合作组织来实现区域地方政府之间的合作和协同行动,使得大气污染的跨界溢出效应内部化,通过私人部门和非营利组织的参与来促进区域地方政府大气污染的协同治理。With the development of industrialization and urbanization, the regional air pollution governance is increasingly given attention. The main issue of air pollution governance is how to overcome the collective action problems among local governments. From the perspective of collaboration governance, this article analyzes the horizontal and vertical intergovernmental jurisdiction division in regional air pollution governance on the basis of intergovernmental relation theory. In addition, it examines the role of cross--border cooperation organization in regional air pollution governance. The purpose of this article is to find a suitable approach to promote regional air pollution governance.
