枢纽型社会组织参与政府购买服务的逻辑与路径——以共青团组织为例

摘　　要：向社会购买服务能够促进政府职能转变。枢纽型社会组织的特征是组织形式完备,与政府有良好的合作基础,是经济建设的主力军,有较强的社会动员能力,有相对丰富的社会治理经验。在当前我国多数社会组织发展还不够成熟的背景下,枢纽型社会组织参与政府购买服务应该是一条可行的路径。不过,枢纽型社会组织参与政府购买服务的实践显示,它们还存在自主性不强、协调机制不顺、工作经费缺口较大、组织内部机制不适应等问题。解决这些问题,需要从政府及枢纽型社会组织自身两个方面加以改进和完善。Purchase of service contracting is an effective policy tool of the transformation of government function and the cultivation of the civil society .Hub--type social organization is characterized by its complete organizational form, good cooperation with the government,important contribution to the social construction, strong mobilization ability and rela- tively rich experience in social governance. At present most of social organizations in our country are not mature enough to undertake social functions. Hub--type social organizations＇ participation in government purchase of services is in line with the requirements of the new public management theory,the new public service theory and the polycen- tric governance theory. It is also in full compliance with the documents requirements of the State Council and the objective demand of independent development of social organizations. However, hub--type social organizations participating in the practice of government purchase of services are lack of strong autonomy, smooth coordination mechanism, sufficient funds or flexible working mechanism. It is necessary for the government and Hub--type social organi- zations to promote themselves both.
