摘　　要：伴随着农村改革的深化,农村社会的深层次矛盾凸显,自上而下的传统治理机制难以应对,越来越多的乡镇和村庄开始尝试构建民主协商治理机制,中国农村正处于由威权治理向民主协商治理转变过程中,发展水平呈现不均衡局面。业已出现的农村民主协商治理机制给农村治理带来了正面效应,推进了村民自治制度的完善,提升了决策的合法化水平,有效维护了农民的利益,促进了农民的政治水平。为此,要坚定发展农村民主协商治理机制的信念,提高农村基层党组织和干部推进民主协商治理的积极性,大力发展农村民间组织,进一步提升农民的政治能力,大胆创新各具特色的农村民主协商治理形式。In rural areas, deep--seated problems move into the foreground along with the deepening of reform, which makes the traditional top--down governance mechanism inefficient. More and more towns and villages start trying to build the democratic deliberative governance mechanism. That Chinese rural area is in the transition process from the authoritar Jan governance to the democratic deliberative governance brings about an uneven situation of development level. The present democratic deliberative governance mechanism in some rural areas has positive effects on rural governance. It improves rural autonomy system and promotes the legal level of decision--making, which protects the interests and promotes the political standard of persons in rural areas..Some suggestions are put forward as a consequence. The faith to develop rural democratic deliberative governance mechanism has to be stuck firmly. The enthusiasm of rural party organizations and cadres to that mechanism has to be improved. The rural NGOs have to be fostered effectively. The innovative kinds of rural democratic deliberative governance mechanism have to be encouraged.
