摘 要:包容性发展是中国经济协调发展时期地方政府竞争的价值选择。地方政府竞争实践应以包容性发展为逻辑前提,规避竞争的负面效应。包容性发展对地方政府竞争的价值指导体现在机会公平和结果公平的统一、价值理性和工具理性的统一、主体性和主体间性的统一。设计包容性的制度将促使包容性发展价值得到地方政府的认同:构建包括多元考核维度和多元考核主体的政绩评价制度;中央应通过制定区域竞争规范、组建区域协调组织、缩小合作各方发展差距,推动建立地方政府间合作协调机制。Inclusive development is the value selection of local government competition in the coordinated economic development period. To avoid negative effect of unreasonable competition, local government should compete on the premise of in clusive development. Inclusive development provides some guidance for local government competition, such as combi nation of equal opportunity and result fairness, instrumental rationality and value rationality, and subjectivity and inter subjectivity. Designing inclusive institutions will promote the recognition of inclusive development among local gov ernments. To incorporate multidimensional evaluation variables and evaluation subject in local government's achieve ment assessing, the central government should construct an intergovernmental cooperation mechanism on the basis of constituting regional competition standards, setting up regional coordination organizations and reducing disparities a mong cooperative partners.
