摘 要:文章运用三阶段DEA模型对中国地区2012年的工业水污染治理效率进行测评,研究发现,不排除环境变量和随机因素的干扰会导致中国省区工业水污染治理效率的高估,而剔除环境和随机因素后发现,中国省区工业水污染治理效率偏低,只有0.682,规模无效率是阻碍工业水污染治理效率提升的关键因素。研究还发现,东部地区工业水污染治理效率较高,而中西部则较低,这主要由三大地带间的规模效率差异所致。将中国省区工业水污染治理效率按照纯技术效率和规模效率分类后发现,中国没有"低高型"省区,多数省区是"双低型"或"高低型"。By using three-stage DEA model, the paper evaluates treatment efficiency of industrial water pollution of China in 2012. The study shows that: although the interference of environment variables and random factors would lead to an overestima- tion of treatment efficiency of industrial water pollution in China' s provinces and autonomous regions, the treatment efficiency of industrial water pollution is still lower after eliminating environmental and stochastic factors, which is only 0.682, and the scale inefficiency is the essential element to hinder improvement of treatment efficiency of industrial water pollution. The study also finds that the treatment efficiency of industrial water pollution in eastern region is higher than that in central and western re- gions, which is caused mainly by the differences of seale efficiency among the three regions. After classifying the treatment effi- ciency of industrial water pollution in China' s provinces and autonomous regions according to pure technical efficiency and scale efficiency, the study indicates that there is no "low-high type" provinces and autonomous regions, most of them are "low-low type" or "high-low type" in China.
